A: It is based on overall record.
Supposedly every team plays same # of games against the same
teams, therefore the total record is based on all games.
At the end of the season, there will
be one postseason tournament with teams seated based on overall
record.
There will be an all star team for
both divisions. Players selected from teams only in there
division.
